Transdnestr parliament appeals to the State Duma to recognize the Republic’s independence – full text
On Oct 13, the Supreme Council of the Transdnestr Moldavian Republic (TMR) issued an address to deputies of the State Duma of the Russian Federation appealing to initiate the procedure of recognition of the Transdnestr Moldavian Republic as a sovereign independent state, REGNUM correspondent reports referring to the TMR Supreme Council’s press office. The Supreme Council of the Transdnestr Moldavian Republic highly appraises the work of the deputies of the State Duma of the Federal Assembly of the Russian Federation as representatives of a guarantor and mediator country in the issue of the Moldavian-Transdnestr conflict settlement.
Today, the Transdnestr Moldavian Republic created by the will of the people based on the all-national referendum, is a state with a really functioning system of state government founded not only on observing formal electoral procedures but also a high level of mutual trust between the authorities and society.
During the process of state building, the Transdnestr Moldavian Republic has accounted a number of problems, most important of which is a prolonged absence of resolution of the Moldavian-Transdnestr conflict that is a factor impeding economic and social development of the republic.
The unwillingness of the Republic of Moldova to take into account the opinion of the people of Transdnestr, the current social-economic and political situation, and the intensification of the one-sided action of the Moldavian leadership on undermining various plans of the Moldavian-Transdnestr conflict settlement earlier suggested by the participants of the negotiation process have resulted in the total absence of political dialog between the Transdnestr Moldavian Republic and the Republic of Moldova.
In the situation of political ambiguity and the permanent economic pressure, the people of Transdnestr have used the institute of direct democracy – a referendum.
September 17 2006, a referendum was held in the Transdnestr Moldavian Republic that showed that 97.2% of the voters approve independence of the Transdnestr state and its consequent free entering the Russian Federation. The fact is an evidence of the unity and integrity of the strivings of the Transdnestr people in choosing their future – building a sovereign independent state.
International observers who monitored the referendum came to a common conclusion that the referendum was held in compliance with the Transdnestr law, based on commonly recognized principles and norms of organizing and holding democratic procedures.
The Supreme Council of the Transdnestr Moldavian Republic expresses gratitude to the deputies of the State Duma of the Federal Assembly of the Russian Federation who have repeatedly discussed the situation in Transdnestr from the point of view of its compliance with the international principles of observing human rights and for the high appraisal of our plebiscite.
In the resolution of the State Duma of the Federal Assembly of the Russian Federation of October 6 2006 ‘On the results of the referendum in the Transdnestr Moldavian Republic of September 17, 2006,’ the legitimacy of the process was emphasized and it was pointed out that the referendum results should be taken into account, if the human rights are to be observed and the Moldavian-Transdnestr conflict justly resolved.
With all the historical and political premises, international legal precedents and the declaration of popular will in the referendum, Transdnestr has all grounds for gaining the status of an independent state.
