Bill banning deployment of foreign military bases in Ukrainian territory registered at Supreme Rada
Ex-Ukrainian Foreign Minister, Our Ukraine faction deputy Gennady Udovenko registered the bill ‘On guidelines of Ukrainian foreign policy’ at the Supreme Rada. In particular, it is supposed in the document that foreign military bases may be deployed in the Ukrainian territory, a REGNUM correspondent informs on November 21. Temporary deployment of troops of Russia’s the Black Sea Fleet will be ceased in accordance with requests of Article 17 of the Ukrainian constitution which envisages ban on establishment and functioning of any armed units, as well as on deploying foreign military bases.
According to the bill, the Ukrainian-Russian relations take special place in connection with peculiarity of historical development. Ukraine will take all measures aimed at preserving relations with the Russian Federation to be relations of real neighborliness, mutual respect, and partnership advocating prolongation of the present agreement. At the same time, also it is stressed in the document that final international legal maintenance and legalization of separate sectors of current Ukrainian border including delimitation and demarcation, as well as guaranteeing its safe protection, are urgent.
Also, the matter concerns in the bill fact that Ukraine will establish its relations with NATO on the basis of Charter on special Ukrainian-NATO partnership, as well as other documents which envisage extending and deepening cooperation at all levels and in all aspects including political, military, economical, scientific-technical, informational, etc. ones in order to guarantee complete Ukraine’s readiness to join NATO within the shortest time and to fulfill obligations of the organization’s full-fledged member. Issue of joining NATO will be settled in accordance with outcomes of referendum which will be conducted after Ukraine will carry out all necessary procedures for that as the bill envisages.
